Community Improvement Grants
Are you a business owner or property owner in one of Clarington’s historic downtown cores? Clarington offers grant funding to assist with building improvements and upgrades through our Community Improvement Plans (CIPs).
CIPs encourage rehabilitation and revitalization of public areas through grants and incentives.
Let’s work together to invest in and improve the look and function of buildings in the downtown and main street areas of Bowmanville, Newcastle and Orono.
Incentives include:
- Accessibility improvements
- Building Code upgrades
- Heritage façade upgrades
- Infill (redevelopment of a brownfield)
- Reconstruction (following a fire) grant
- New signage
- Permit or application fee grants
Building Permit Fee Grant Program
Site Plan Control Fee Grant Program
Assisting business or property owners with the cost of the development process. The grant helps offset the Site Plan Control Fee to a limit of $3,000.
This grant program helps business or property owners with the cost of designing and installing new signs within the Community Improvement Plan area. It provides a subsidy equivalent to 50 per cent of the amount of the new sign or a $2,000 maximum, whichever is smaller.
Façade Improvement Grant Program
Assisting with the cost of the rehabilitation process for properties that are on the Municipal Heritage Resource Inventory. The grant provides a subsidy equivalent to 33 per cent of the amount to a maximum of $10,000.
Upgrade to Building Code Grant Program
Helping businesses or property owners with the cost of building improvements required to bring older buildings into conformity with the Ontario Building Code. The grant provides a subsidy equivalent to 33 per cent of the amount to a maximum of $10,000.
This grant program helps business or property owners with the cost of the reconstruction after property loss caused by natural disaster providing a one-time subsidy to a maximum of $10,000. All buildings that are reconstructed must be designed in keeping with the historical context of Bowmanville and must fit into the heritage streetscape.
Assisting business and property owners with the cost of providing accessibility improvements. The improvements are geared towards making the building more accessible while maintaining its heritage character. The grant provides a subsidy equivalent to 50 per cent of the amount to a maximum of $10,000.
Site Plan Control Fee Grant Program
This grant program assists commercial business or property owners with the cost of the development process. It helps offset the Site Plan Control Fee to a limit of $3,000.
Helping businesses or property owners by providing a one-time subsidy to a maximum of $10,000 for new construction in keeping with the streetscape, historical context and other requirements as set out in the CIP.

Courtice

There are two grant programs available for those who want to make changes and upgrades to buildings in downtown Courtice.
- Development Charge (DC) Grant Program
- Tax Increment Grant (TIG) Program

Grants under review
The Courtice Community Improvement Plan is under review. Applications for the grant program are not being accepted at this time.
Steps to apply
- Review the CIP Grant opportunities and identify which grants apply to you before beginning construction on your business or building.
- Reach out to ecdev@clarington.net with any questions.
- Apply using our easy and convenient online application.
Internal review (two to four weeks)
- Municipal staff will review your application and communicate any additional information required.
- If successful, a conditional approval will be granted.
- A conditional approval letter will be issued, including details on the grant funding allocations and potential funds you can receive.
- Work can begin. The work is completed and paid in full by the applicant.
Final review (two to four weeks)
- The applicant can submit their receipts for reimbursement.
- An inspection of the work or final photos may take place before funds are released to the applicant.

The historic downtown CIPs have a community liaison group with stakeholder member representatives of the business community in each of the downtowns. Planning and Infrastructure Services Staff meet quarterly with the liaison groups. The groups identify issues and concerns.
